What kind of paper I should use for good coloring using colored pencil?
What kind of paper for detail, I tried using sketch paper but the color won't bend well with the paper.. =(

HVS paper is for for photo copying and printing.
If you want a really good paper for a fine art project, then I suggest you go with the best art paper you can afford.
Stonehenge is one very fine quality paper used a lot for colored pencil work. You can use any good quality hot press watercolor paper, which gives you a nice thicker surface, yet very smooth which allows blending on the paper easier.
Why don't you visit the Colored Pencil Society Site, and see what kind of information you can gather there. There are lots of ideas, and artwork to look at, and many times when you see another artist's color pencil work, they will list what kind of paper/surface they used. (go to the details section by each image)

What paper stock would your average ordnance survey map be printed onto?
The paper needs to be easy to fold and also be relatively stiff. A UK supplier would also be much appreciated.

Probably high rag content lighter weight bond. Take a map to a printer supply firm (sorry can't name one from over here) and ask if they can match the paper.
What paper is best to use for a waterproof cup?
I need to make a cup out of paper and it needs to be waterproof. I can use any material (card, wax paper etc) as long as that material contains paper. When delivering the cup to my teacher, it needs to be flat and the teacher should easily be able to fold it into a cup and pour water into it there and then... Any ideas?

That's a good idea, John. But we have to pick one type of paper for this class, which is high school. I want to talk about prevention and how we can reverse the effects that it has done to our society.

I don't know what you mean by "cause-and-effect." Do you mean a case study? I assume you're a senior in high school and not in college (since it is only 7 pages) so I think the best way to do it is a little of both. You can introduce your paper with a description of obesity for a few pages, then describe a couple of cases of people who suffer from it, and any facts about their struggles you think might be relevant. For example, you might be able to contrast a case of someone who is obese because of a genetic disorder with someone who became obese because of an eating disorder brought on by a psychological issue like depression.
Its just a thought. I don't know the assignment details or much about the subject matter. But case studies fill up more pages more easily and make a better argument.

How can I tell the difference between wax paper and parchment paper?
I need parchment paper. I have a box of wax paper, and I found some unknown type of papers in my pantry. It felt sort of like wax paper, but the last time I felt parchment paper, it felt like wax paper too. So is there a way I can tell the difference between wax and parchment paper?

Wax paper is waxy on both sides and is opaque. Parchment paper is a solid white paper that is impregnated with silicone.
They are not interchangeable. Parchment is able to be heated, but wax paper will melt.
